IMPLEMENTASI PERATURAN DAERAH NOMOR 16 TAHUN 2012 TENTANG RETRIBUSI TEMPAT KHUSUS PARKIR DI KABUPATEN KUANTAN SINGINGI (Studi Kasus Kota Teluk Kuantan)

Abstract

Implementation of a program or policy is one of the most important stages in the public policy process. This research was conducted at the Department of Transportation KuantanSingingi Regency. This research explains about how the implementation of local regulation number 16 of 2012 about retribution of parking special place in KuantanSingingi regency in carrying out task to reach target and realization of regional income. Data collection techniques in this study with observation, interviews, and documentation. While the sampling technique in this research use purposive sampling and incidental sampling. Sampling purposive is technique determination of sample with certain consideration. Incidental sampling is a sample determination technique based on chance, ie anyone who accidentally / incidentally meets with the researcher can be used as a sample. Those chosen to be samples are the head of the Transportation Department, parking attendants, and the public, as many as 3 people. The data analysis used in this research is descriptive qualitative analysis method that the data obtained will be discussed thoroughly based on the fact that happened, then compared with the concept and theory which support the discussion to the problem in this research and then experience general conclusion. From the research results can be concluded that the implementation of local regulation number 16 of 2012 on the retribution of a special place of parking in KuantanSingingi regency needs a match between the rules applicable to the reality in the field in order to achieve the target.
