TINJAUAN YURIDIS PELAKSANAAN REHABILITASI PECANDU NARKOTIKA DI BADAN NARKOTIKA NASIONAL KABUPATEN KUANTAN SINGINGI

Abstract

This research focuses on the implementation of the Rehabilitation of Narcotics Addicts at the National Narcotics Agency of Kuantan Singingi Regency. Rehabilitation is an effort to recover victims of narcotics so that they can return to their social functions, namely to carry out their life duties normally and properly. The formulations of the problems raised are (1) How is the Rehabilitation of Narcotics Addicts at the National Narcotics Agency of Kuantan Singingi Regency? (2) What are the supporting and inhibiting factors in implementing the rehabilitation of narcotics addicts at the National Narcotics Agency of Kuantan Singingi Regency? The method used in this research is the sociological law research method (empirical), which is a type of legal research that analyzes and examines the work of law in society on the application of crimes to perpetrators of criminal acts of narcotics abuse. Based on the results of the research, it can be concluded that the form of rehabilitation for clients carried out by the National Narcotics Agency of Kuantan Singingi Regency has two forms, namely medical rehabilitation and social rehabilitation. And the form of rehabilitation for clients carried out by the National Narcotics Agency of Kuantan Singingi Regency has two forms, first is medical rehabilitation and the second is social rehabilitation. For the implementation of medical rehabilitation at the National Narcotics Agency of Kuantan Singingi Regency, rehabilitation clients will undergo inpatient care and then be referred or rehabilitated to the Lido Center for Narcotics Rehabilitation (BBRN), Bogor Regency, West Java. As for social rehabilitation, it is given to clients who are designated as outpatients. Implementation of social rehabilitation is carried out for 8 meetings, usually once a week. The things that were carried out during these 8 meetings included religious spiritual guidance, physical guidance and counseling guidance. And for the method of rehabilitation of clients who come to the National Narcotics Agency of Kuantan Singingi Regency, it is divided into two groups, namely independent clients (voluntary), namely self-reporting voluntarily and clients who are rehabilitated by compulsary, namely by a judge's decision. The supporting factors for the Implementation of the Rehabilitation of Narcotics Addicts are (1) Laws and Regulations (Number 35 of 2009) Article 103 (2) Support and Cooperation between the Government and the people of Kuantan Singingi Regency to help and take part in preventing the illicit trafficking of narcotics that occurs in Kuantan Regency Singing. Then the inhibiting factors for the Rehabilitation of Narcotics Addicts at the National Narcotics Agency of Kuantan Singingi Regency are (1) budget (2) facilities and infrastructure (3) Human Resources.
