This research was conducted in Kopah Village, Kuantan Tengah District, Kuantan Singingi Regency. The informants in the study were 15 people who are Village Heads who are said by people, the Head of BPD, Head of Affairs about 3 people, Head of Hamlet 3 people and Community defined 7 people. The data technique used by the writer in this research is literature study and field study which consists of observation, interview and documentation, by analyzing the data obtained from the interview, then processing it and then the writer make conclusions from the results of the data processing. The results of the research are in fairly good items, this is because only three of the six indicators are fulfilled and are running well, that’s Accountability, Conditionality, Balance of Rights and Obligations.
