Abstract

A criminal act is an action or an act committed by a human being which is prohibited by the criminal law. It is also the authority of the Indonesian national legal system to place children's rights as a supremacy of law against legal actions of children with rights and obligations that arise naturally. The classification of the status and rights of children begins with a fundamental systematics in the Child Protection Law. and Criminal Law can be called related to the adigium of the principle of lex specialis de rogat, lex specialist generalist. This means that the Child Protection Law becomes a special law that regulates the principles of law regarding children and children's rights, while the criminal law is a general law that lays down the formal principles and material mechanisms of criminal law and child criminal procedure law. The problem in this study is how is the law enforcement of criminal acts of theft committed by children in the legal area of ​​the Kuantan Hilir Sector Police, and what are the steps of the investigator in investigating criminal acts of theft committed by children in the jurisdiction of the Kuantan Hilir Police Sector. For this writing, the author uses the sociological empirical legal research method by means of a survey, while the nature of the research is descriptive with a sampling technique using a population and a sample with a purposive sampling method. With data collection tools in the form of interviews and literature study. Based on the results of the study, it can be concluded that there have been several efforts in law enforcement carried out by the Kuantan Hilir Sector Police in criminal acts of theft committed by children such as repressive efforts, namely, investigation, investigation, arrest, detention, and submission of case files to the prosecutor. Furthermore, for the steps that the investigator will take in carrying out an investigation, namely, Investigation, Investigation, the summoning process, arrest, detention and suspension of detention.
