Abstract
The utilization of the State Civil Apparatus continues to be improved, especially with regard to the quality, efficiency of service and protection for the community as well as the professional ability and welfare of the apparatus in supporting the implementation of tasks in Law No. 5 of 2014 concerning State Civil Apparatus and further regulated through Government Regulation No. 53 of 2010 concerning civil servant discipline. Based on the data obtained by the author in the field, the number of deviations made by State Civil Apparatus Employees towards their duties at the Kuansing Regency Agricultural Service but did not receive disciplinary punishment, and even though disciplinary rules were enforced, they were not in accordance with the mandate of the laws and regulations governing punishment. the discipline of the State Civil Apparatus. Based on the above problems, the formulation of the problem is obtained: (1) How is the implementation of disciplinary punishment for State Civil Apparatus at the Agriculture Service of Kuantan Singingi Regency based on Law No. 5 of 2014 concerning State Civil Apparatus; (2) What are the inhibiting factors for the enforcement of disciplinary penalties for Civil Servants at the Agriculture Service Office of Kuantan Singingi Regency. The research method used in this study is an observational research method with primary data obtained from respondents directly, and secondary data guided by statutory regulations.
