EVALUASI KEBIJAKAN PENYUSUNAN RENCANA KERJA PEMERINTAH DAERAH TAHUN 2019 PADA BADAN PERENCANAAN PEMBANGUNAN DAERAH PENELITIAN DAN PENGEMBANGANKABUPATEN KUANTAN SINGINGI

Abstract

The phenomenon that occurs is that the ratification of the RAPBD into APBD is always late, while the RKPD is a guideline in the process of preparing the RAPBD. The purpose of this study is to evaluate the formulation policies and to find out what are the obstacles in the implementation of the RKPD preparation.In this study, the authors examined six indicators based on William N. Dunn's theory, namely indicators of effectiveness, efficiency, sufficiency, smoothing, responsiveness, and accuracy, with the elements of assessment determined in overational variables, and the size of the assessment has also been determined in data measurement techniques.

The research method used is descriptive research method with a qualitative approach, with data collection techniques namely interviews, documentation and observation. From the results of research on the 2019 RKPD Compilation Policy Evaluation at the Regional Development Planning Agency of Kuantan Singingi Regency, based on the above indicators, interviews and observations it can be concluded that the RKPD preparation process is in a fairly good category.

Based on the above research results, the authors suggest that data and information as materials for the preparation of RKPD be increased effectively, to improve the quality of human resources so that they always include training and courses in planning
