Abstract

The criminal act of corruption which is a special crime in its handling requires a cooperation with other parties, so that the case can be resolved by the Prosecutor's Office. The District Attorney for Kuantan Singingi Regency, Riau Province, is investigating allegations of corruption against the misuse of funds for the Procurement of Goods/Services at the secretariat of Kuantan Singingi Regency which is sourced from the 2017 APBD. The problem in this study is how judges consider corruption in the procurement of goods and services. at the regional secretariat of Kuantan Singingi Regency (Case Study No. 36/Pid.SusTPK/2020/PN Pbr)? and What is the modus operandi of corruption in the procurement of goods and services at the regional secretariat of Kuantan Singingi Regency (Case Study No. 36/Pid.Sus-TPK/2020/PN Pbr)? For this writing, the author uses the Normative Research method or this research is a study that examines document studies. Based on the results of the study, it can be concluded that the Defendant has been legally arrested and detained and states that the Defendant YUHENDRIZAL, SE BIN H.UMAR SALEH (ALM) has been legally and convincingly proven guilty of committing a CRIMINAL ACTION OF CORRUPTION TOGETHER. 4 (four) years and a fine of Rp. 200,000,000,-(Two hundred million rupiah). The modus operandi used in committing the criminal act of corruption in the procurement of goods and services at the regional secretariat of Kuantan Regency is the modus operandi used by the suspect with a neat modus operandi, namely by making a note/receipt/invoice from the provider of goods/services, the witness who prepared it, and then the amount of the note/receipt/invoice is filled in by the witness.
