Abstract

Children are a mandate from God Almighty who has inherent dignity as a whole human being. Philosophically, children are part of the successor to the younger generation in maintaining the survival of a nation and state and juridically, children have positions that have legal consequences. This study aims to determine the factors that cause the crimeof theft committed by children at the Kuantan Singingi District Attorney Number. REG. PERKARA : PDM-05/KS/07/2019 and what is the modus operandi used by the theft in Case No. REG. CASE : PDM-05/KS/07/2019. The research method used is empirical, with data collection techniques in the form of interviews and literature studies. Field datawith primary data from field interviews, and secondary data from references, such as applicable laws and regulations with descriptive qualitative analysis methods, this research was carried out by the Telukkuantan District Attorney. Based on this study, the results obtained that the results of this study indicate that the factors causing the crime oftheft committed by children at the Kuantan Singingi District Attorney's Office are the low level of education of the perpetrators and the criminal behavior of the perpetrators of the crime itself (internal factors) as well as economic condition factors which does not supportthe fulfillment of the perpetrators' living needs, the perpetrator's social environmental factors, and law enforcement factors that have not provided legal awareness for the perpetrators of the crime of motorcycle theft and the modus operandi used by theperpetrators of theft. when the perpetrator was walking the perpetrator saw the two- wheeled vehicle then the perpetrator took the vehicle using a T-shaped iron key
