IMPLEMENTASI PELAYANAN ADMINISTRASI TERPADU KECAMATAN (PATEN) DI KECAMATAN PANGEAN KABUPATEN KUANTAN SINGINGI

Abstract

The Subdistrict Integrated Administrative Service Guide (PATEN) is one of the administrative service innovations carried out by changing the mindset (mind set) of the sub-district apparatus to be more effective in carrying out their duties and functions in order to encourage the creation of a community participation mechanism and function as a Regency/City node (front office). ) in supporting the effectiveness of the implementation of the One Stop Integrated Service (PTSP).

In the Regent's Regulation it has been explained about the standard components of licensing and non-licensing PATEN services, types of services, requirements and time in their management. For that, all the rules and procedures are clear in the implementation of the District Integrated Administrative Service (PATEN) so that there are no more Districts that do not implement this innovation in the management of the District Integrated Administrative Service (PATEN).

Pangean District, which has been established for 12 years, has also implemented this PATEN Program. Pangean District is also required to run the PATEN Program, but in reality this program has not been fully implemented. As a sub- district which is also close to the city center, this program should be able to run. But in reality, the limitations of Human Resources (HR) in it are not maximal enough and the facilities and infrastructure are not yet adequate. With the Subdistrict Integrated Administrative Service Program, many changes in administrative services within the Pangean Camat Office have caused the apparatus to be in an uncertain position. The uncertainty of the position causes a lack of concentration in carrying out tasks, resulting in less effective services.

This type of research is qualitative by using interview, documentation, and observation data collection methods. Based on the results of research in the field, it can be seen that the implementation of the District Integrated Administrative Service (PATEN) in Pangean District, Kuantan Singingi Regency has been going quite well.
