Abstract

The success of the development of a village cannot be separated from the role of the village head as a leader in the village, this is also a function of the village government, namely the development function. This study aims to determine the role of the village head of Gunung Kesiangan in the implementation of development and other roles as village heads in making policies, decisions, and budgets used. The research informants taken in this study were the village head himself as a key informant, village secretary, village chief, and the community as complementary informants. This research is a field research using a qualitative descriptive approach with data collection including interviews, documentation and observation. This study aims to determine the role of the Gunung Kesiangan village head in the implementation of gold mining activities without a permit in the Gunung Kesiangan village he leads. In carrying out his role as village head there are several obstacles, among others: The village head of Gunung Kesiangan doesn’t carry out his duties in full responsibility to make the village he leads away from problems and become a lawyer for the community in activities unlicensed gold mining in the village Gunung Kesiangan. The results of the study indicate that the role of the village head has not been carried out optimally.
