TINJAUAN YURIDIS FUNGSI BADAN PERMUSYAWARATAN DESA (BPD) DALAM MENAMPUNG DAN MENYALURKAN ASPIRASI MASYARAKAT DESA LUMBOK KECAMATAN KUANTAN HILIR SEBERANG KABUPATEN KUANTAN SINGINGI
Abstract
The Village Consultative Body (BPD) is an institution that is the embodiment of democracy in the administration of Village Government as an element of Village administration. The function of the Village Consultative Body in accommodating and channeling the aspirations of the community in Lumbok Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency has not been carried out well. This research is empirically juridical, with data collection techniques through field research or observation, where the data taken is the result of research from the field. Research carried out in the field examines problems of a qualitative nature, namely research data procedures that produce descriptive data in the form of written or spoken words from people and observed behavior. The samples in this research were 61 people, namely 1 BPD chairman, 1 village head, 3 BPD members and 56 people from the Dusun II community. Data collection tools in this research are questionnaires and interviews. The results of this research show that the function of the Village Consultative Body in accommodating and channeling the aspirations of the community in Lumbok Village, Kuantan Hilir Seberang District, Kuantan Singingi Regency has not gone well. This is influenced by several inhibiting factors, namely: 1) Human Resources (HR), 2) Level of Education, 3) The community does not understand the function of the BPD, 4) There is no socialization from the Village Government regarding the function of the BPD, 5) Facilities and Infrastructure.
