Abstract

The Republic of Indonesia is a state based on the rule of law based on Pancasila and the 1945 Constitution of the Republic of Indonesia, which regulates all matters within it and recognizes and upholds human rights. How is the development process for female inmates implemented at the Class II B Teluk Kuantan Penitentiary? What obstacles does the Class II B Teluk Kuantan Penitentiary face in the development process of female inmates? The legal research conducted was a sociological legal survey, where researchers directly went into the field to observe the relationship between legal provisions and reality, using interviews as a data collection tool. The development of female inmates at the Class II.B Teluk Kuantan Penitentiary is divided into two parts: personality development, such as religious awareness, national and state awareness, and intellectual development. Independence development includes skills to support independent businesses and small industrial enterprises. Obstacles can affect the development process, including human resources, overcapacity, limited facilities and infrastructure, and funding sources
