Abstract
The existence of a policy on BPJS Health, ideally, brings positive changes to public health. For Community Health Centers (Puskesmas) as first-level health facilities, the implementation of policies on BPJS is urgent. The program has started since 2014. The purpose of this study was to describe the implementation of the BPJS health program in health services at the Benai Health Center, Benai Regency. This type of research is qualitative research with a descriptive approach. Data collection was carried out through in-depth interviews with informants selected by purposive sampling technique. The theory used in this research is the theory of George C. Edwards III theory. This type of research is descriptive qualitative with data collection techniques carried out by means of observation, namely direct observation to the research location, conducting interviews, documentation and data triangulation. The implementation of the free health insurance program at the Benai Health Center is adequate but needs optimization. This can be seen from the implementer's understanding of the policy, regulatory and budget support, and the availability of resources. Although the implementer's attitude is positive and coordination with the Health Office is good, there are still challenges such as people without complete documents, lack of socialization, and technical system problems.
