Abstract

Food security is one of the strategic issues faced by many regions in Indonesia, including Kuantan Singingi Regency. With increasing population growth and climate change impacting agricultural productivity, the need for efficient and sustainable agricultural systems is becoming increasingly urgent. The purpose of this study is to find out more about whether this program is running well or not and to find out whether this program has been channeled to underprivileged villages. The program created by the Food Crops, Horticulture and Food Security Service not only focuses on increasing production yields, but also on increasing the capacity of farmers through training and empowerment, which is ultimately expected to reduce poverty rates, improve food security, and create better socio-economic welfare for rural communities. To find out how to evaluate the program of the food crops, horticulture and food security service in supporting food security to increase rice production in Kinali village. The basis of the theory or reference used in this study is William N. Dunn's theory in the book Nugroho entitled Public Policy Evaluation which consists of Effectiveness, Efficiency, Responsiveness, and Accuracy. The research method used is qualitative descriptive and the data sources used are primary and secondary data. The data collection in this study is field observation, interviews, and documentation. The results of the study can be concluded that the evaluation of the food crops, horticulture and food security service programs in supporting food security to increase rice production in Kinali Village has been carried out effectively, this is seen from the results of interviews with informants in the field which show that the programs made by the service have been running well and can increase rice production and the welfare of underprivileged farmers.
