Abstract

The purpose of this study is to find out how Pamsimas is managed and what are the inhibiting factors in Pamsimas management in Koto Gunung Village, Gunung Toar District, Kuantan Singingi Regency. To find out how Pamsimas is managed in Koto Gunung Village, the basic theory or reference used in this study is the theory of management functions by George R. Terry which consists of planning, organizing, mobilizing, and supervising. The research method used is descriptive qualitative and the data sources used are primary and secondary data. The data collection in this study is field observation, interviews, and documentation. The results of this study indicate that Pamsimas Management in Koto Gunung Village has not been running well, there are still indicators that have not been implemented properly, namely: first, the organizing process has not run optimally, where in the grouping of activities and delegation of authority carried out only a few people and has not been implemented properly, and there has been no policy made by the village in the management of Pamsimas, second, the mobilization in the management of Pamsimas in Koto Gunung Village has not run well as seen from the motivation or direction given by the Village government and managers to the community, there are still people who do not participate in monthly payments and there is damage to Pamsimas facilities and infrastructure, third, Supervision in the management of Pamsimas has not been implemented properly where in the supervision of Pamsimas management there has been no written report and lack of community participation in participating in supervising the Pamsimas program. And there are still inhibiting factors that make the program not run well as expected.
