ANALISIS PERUMUSAN RENCANA PEMBANGUNAN JANGKA MENENGAH DESA (RPJM-DES) PERIODE TAHUN 2016-2021 DI DESA KOTO TALUK KECAMATAN KUANTAN TENGAH KABUPATEN KUANTAN SINGINGI

Abstract

The village middle term development plan (RPJMDes) is a village strategic plan to achieve the goals and ideals of the village. The Medium-Term Village Development Plan (RPJMDes) includes the direction of village development policies, village financial policies, general policies, and village-level development activities. This study aims to analyze the process of formulating a village midterm development plan based on the Minister of Internal Affairs regulation No. 114 of 2014 concerning village development guidelines. Minister of Home Affairs Regulation Number 14 of 2014 Article 7 paragraph 3 (three) explains that the process of formulating the RPJMDes through the stages of the establishment of the RPJMDes Team, aligning the direction of district / city development planning policies, assessing village conditions, preparing village development plans through village development planning meetings, stipulating Village Medium Term Development Plan. This research uses descriptive research method based on qualitative data, and informants in this study based on purposive sampling technique. This study resulted, that the process of formulating the RPJMDes was not well implemented. Because was that the preparation was not perfect and the accountability of the RJMDes Team was not carried out optimally. technically and practically what happens in the field of implementers or the Team of Management of the RPJMDes has not fully and not implemented the stages of formulation based on the Regulation of the Minister of Home Affairs No. 114 of 2014.
